ABSTRACT

This chapter examines the debate on the governance of cyberspace based on the premise that new capabilities in cyberspace require legal and normative frameworks to restrain abuses and reckless behavior. The author draws lessons from efforts to conceptualize and develop global security frameworks for the outer space domain. Efforts to develop a governance framework for cyberspace are less robust than they were for outer space, and this slows preference formation. The chapter outlines the contours of a possible framework and concludes that more resources will be necessary for the international community to develop and agree on such a framework.
