ABSTRACT

This chapter discusses the meaning of government innovation and the ongoing re-design of the future of government through the changing process of Korean e-government. E-government refers to the government's applications of information technology (IT) to enhance access to, and delivery of, public services to citizens and other government agencies. The IT revolution and the Internet have led public administration scholars to focus their attention on a series of research agendas related to e-government and e-democracy. Korea's informatization policy created the basis of the IT industry in the 1980s, and in the 1990s, the paradigm of e-government. Korea established and announced the National Informatization Master Plan with the aim of responding actively to the adverse effects of informatization promotion and adjusting to the changing policy environment and new demands of society. Established as a presidential agency, the Council on Information Society serves as the control tower for overseeing and coordinating national Information and communication technologies projects.
