ABSTRACT

This chapter discusses the virtues of leadership in terms of morality, zeitgeist and mission, driving force and capability to govern, ability to respond to crisis, integration and communication, personnel management capacity, and cooperation with the nation and the National Assembly. Public leadership has been of primary interest to students of public management and political science. Leadership in any organization is important, but developing good leaders in the public sector is crucial. Two aspects of public sector leadership will be addressed: presidential leadership and ministerial leadership. The zeitgeist of the Rhee Syngman government was nation-building. President Rhee strengthened military power and took advantage of the Korean War under the pretext of national security. President Park Chung-hee faced crisis with resolute analytical ability and dauntless determination. Kim Dae-jung and M. JaeMoon delve into the various types of ministerial leadership in the Roh Moo-hyun administration and an empirical relationship between the leadership type and its effectiveness.
