ABSTRACT

Korean administrative culture represents the psychological and subjective aspects of public administration that have been generated and have accumulated during its long history. It has unique attributes that are rooted in its unique historical context. This administrative culture can be explained as a blend of traditional Confucian and modern Western administrative cultures. Confucian administrative culture focuses on authoritarianism, hierarchical status, collectivism, and formalism. Administrative culture is one of the key determinants for the success of administrative reforms. In administrative reform, the culture of public administration and the administrative system cannot be separated from each other; changes in administrative culture result in changes to the administrative system, including its procedures and structures. Organizational culture is a set of shared values, beliefs, and norms among members of an organization, and its role is to create the unique social and psychological environment of the workplace; as such, organizational culture forms part of the image of the organization.
