ABSTRACT

This chapter examines the major aspects of performance management in South Korea. It looks at the performance management and evaluation of the Korean government. The chapter also examines the nuts and bolts of performance management in Korea's public sector. The most important goal of performance management in the Korean government is to strengthen accountability to citizens. The chapter introduces basic issues like definitions of performance management, followed by the history of performance management in Korea. It explores the growth of evaluation as an integral part of performance management and analyzes the major aspects of contemporary practices based on the literature. According to the Government Performance Evaluation Framework Act, there are several principles to be followed. First is building integrated performance management systems. Second is to allow freedom to government agencies as well as to secure responsibility from them as much as possible. Third is to make action plans and conduct organizational management based on goals and strategies.
