ABSTRACT
Chapter One renders a background account of the volatile development of Chinese wind power, set into the broader context of what sustainability in China entails. This lays the foundation for a discussion of market construction in wind power development ‘with (potential) Chinese characteristics’, namely a fragmented and pragmatic experimentalism, which has allowed for rapid Chinese upgrading and catch-up within wind power, in which ‘mistakes’ are used as stepping stones for learning and further development.
