ABSTRACT

Chapter Four maps the unfolding of a qualification controversy, namely the surprising struggle to qualify wind power as ‘sustainable’. Based on an historical account of three distinct phases of development, which were all brought to a halt as they tethered on the brink of collapse, the chapter shows how the Chinese state has intervened, governed flexibly, and steered through the impasse to ultimately create learning. Particularly, as a quality crisis threatened Chinese wind power's qualification as ‘sustainable’ in the second phase, phase three is now underway and marked by a potential - yet controversial - ‘turn to quality’.
