ABSTRACT

Current research supports the need for and effectiveness of rehabilitation services for older as well as younger persons with disabilities (see, for example, Branch et al., 1984; Kane et al., 1984; Brody and Ruff, 1986; Brody and Pawlson, 1990; Kemp et al., 1990; Kovar and Feinleib, 1991). Nevertheless, programs to promote rehabilitation services for the elderly are relatively absent in existing legislation; acute illnesses rather than chronic conditions are emphasized in health service reimbursement; and professionals in the rehabilitation and aging fields continue to fragment their advocacy efforts.
