ABSTRACT

This chapter provides investigative procedures that can be effectively used to assess the scene; locate, identify, and collect evidence; as well as document the tactical postblast scene. A tactical scene investigation consists of the following: investigative team organization: personnel and equipment; route security and access to the scene; scene assessment; scene investigation: documentation, collection of evidence, and witness interviews; final survey; and return to the secure zone. The tactical postblast investigative team is composed of fewer personnel than the "normal" scene. They include the following personnel: team leader, photographer, interviewer or intelligence gatherer and two primary evidence searchers. The final survey of the scene merely attempts to establish that all the requirements for processing and documenting the scene have been met, that all viable witnesses are interviewed or arrangements are made for detailed interviews in a secure location, that nothing has been left at the scene, and that all evidence has been accounted for.
