ABSTRACT

The British Press, and even a statement issued by the Government of India, made it appear as if the first telegram sent by Mahatma Gandhi on his return to India, at the end of December 1931, asked for an interview with the Viceroy under threat of civil disobedience. The Mahatma only foreshadowed the tentative possibility of civil disobedience after his request for a friendly and unconditional discussion had been rejected by the Viceroy. When Mr. Gandhi reached India at the end of December, the British Press generally reported that there was a hostile demonstration of "untouchables". The Liberal Association has declared that the Ordinances have contributed "in producing a most acute and widespread bitterness". The large body of law-abiding people regard the Ordinances with unmixed resentment and indignation.
