ABSTRACT

One of the first difficulties in the English mind relates to the method of civil disobedience. Effective civil disobedience could never be the weapon of a gang of dangerous and irresponsible law-breakers. A good government need not fear that it will be challenged by a widespread civil disobedience. Civil disobedience means civil breach of unmoral statutory enactments. There will be no need for civil disobedience when India attains her freedom, for the people will have constitutional means of expressing their will and getting redress for their grievances. Whenever an Indian has recourse to violence, whether it is an attempted assassination, or stone-throwing by a crowd, immediately the English Press broadcasts the facts. Pandit Madan Mohan Malaviya is one of the leading "elder statesmen" of nationalist India, a man of moderate outlook, very widely respected, especially among orthodox Hindus.
