ABSTRACT

This chapter considers the charge that Congress precipitated the conflict with Government in the United Provinces. Mr. Emerson's case is that, while Government scrupulously observed the terms of the Delhi Settlement, the Congress deliberately utilized the period of truce as a means of preparation for further conflict. Immediately after the Delhi Settlement, Congress leaders, including Mahatma Gandhi, approached Government with a view to obtain relief. Negotiations between Government and Congress were in progress when the rents for the coming year began to be demanded. In the North-West Frontier Province, the action of Government was even more indefensible. The members of the Working Committee were ready to adopt any policy favoured by the Mahatma. Government had met the terrorist movement in Bengal by a policy of counter-terrorism, and was using its extraordinary powers to crush all anti-Government political activities in the Province.
