Anyone considering business in Africa asks about the viability of working with governments. It is a first-order consideration for all. For
many, it is the deciding factor.
Bob Rubin was straightforward about its impact. “One big chal-
lenge,” he said as we discussed the challenges a business book on
Africa would need to address “is to define a path by which people get
comfort that they can operate there without corruption. That’s a prob-
lem. That they can rely on rule of law is another problem, and that
there’s some way for them to deal with the risk of political instability
is a third.”
