ABSTRACT

Throughout the process outlined above, we engaged potential donors, including the governments of Austria, Japan, Luxembourg, and the United States. We dialogued with key donors to understand their perceptions of UNRWA and its health services, as well as their views of the FHT model. In discussions with donors, it was mentioned that this was the easiest idea to sell. The United States demonstrated their strong interest in supporting FHT and e-health by providing additional funds of approximately U.S. $400,000 to start the FHT pilot in 2011. The United States has continued to support the FHT and e-health expansion, with a total of U.S. $1.2 million to date. While not directly designated for FHT expansion, funds from other donors were often earmarked for the Health Department within the general fund, which covers all operational expenses for UNRWA.
