ABSTRACT

Security has not traditionally been at the forefront of concerns when architects, planners and designers consider the central requirements of a new-build project. Measures should be in place that is sufficient to slow an attacker down and to prevent an attack succeeding prior to a response being mounted by the security personnel or police. In designing security measures for a project, the following principles should be considered: deterrence, detection, delay, response, pursuit, and reassurance. Security provision must provide building occupants and visitors with the confidence that they are properly protected without creating an oppressive feel and should also instil confidence in all stakeholders. The objective of counter-terrorism measures in buildings is to limit damage to the building fabric and injury to the occupants when an explosive device is detonated, and to limit the effectiveness of other forms of terrorist attack on the building and its occupants.
