ABSTRACT
The response of neorealists is that, although difficulties abound, some of the obstacles that seem most daunting lie in misapprehensions about theory. Neorealist theory, however, shows that it is not necessary to assume an innate lust for power in order to account for the sometimes fierce competition that marks the international arena. An important issue for a structural theory to address is whether destabilizing conditions and events are managed better in multipolar or bipolar systems. Miscalculation by some or all of the great powers is a source of danger in a multipolar world; overreaction by either or both of the great powers is a source of danger in a bipolar world. Miscalculation is the greater evil because it is more likely to permit an unfolding of events that finally threatens the status quo and brings the powers to war.
