ABSTRACT

This chapter aims to conceptualise a new framework for measuring future construction industry performance. It looks at the need for change and outlines a vision of construction in the future. The chapter describes the subsequent after-build phase measures may be developed following an initial period of collecting and considering the base data. Pre-construction effectiveness and construction delivery effectiveness (CDE) are proposed measures that adopt the principle. The CDE incorporates workforce and safety measures as these are most able to be influenced during construction. Each measure is considered to have equal weight in the proposed framework. New change drivers seem to be aligning, which will be conducive to any new benchmarking framework. The usefulness of any productivity measurement framework for policymakers and industry practitioners alike depends crucially on the extent to which it enables the identification of the underlying drivers of productivity.
