ABSTRACT

This conclusion presents some closing thoughts on the concepts covered in the preceding chapters of this book. The book presents the conceptualisation of transport infrastructure delivery, operation and maintenance as a system of interrelated and interacting elements within an implementation context, that is the 'Business models for ENhancing funding and Enabling Financing for Infrastructure in Transport' (BENEFIT) Framework. The system comprises the following elements: the transport infrastructure business model, the funding scheme produced by the business model, and the financing scheme that is meant to match the risk profile of the funding scheme. It also includes the governance arrangement regulating all project-related activities, the financial economic context reflecting the productivity of the environment the project is built and operated in and the institutional context. Finally, the transport infrastructure mode typology defines the business models that are applicable when the system is designed.
