EU regulation 1143/2014
This chapter presents an in-depth analysis of the proposal forwarded by the Commission to the European co-legislators and a comprehensive review of the inter-institutional debate which has finally led to the adoption of the act by the European Parliament and the Council in October 2014. Regulation 1143/2014 stands as the "first piece of legislation on biodiversity in more than 20 years" and shares many of its main provisions with the guidelines provided by the Conference of Parties to the Convention on Biological Diversity. In January 2014, the European Economic and Social Committee (EESC) delivered an opinion on the draft regulation on the basis of the work of the Section for Agriculture, Rural Development and the Environment. On 16 April 2014, the European Parliament approved in its plenary session a legislative resolution on the proposal for a regulation on the prevention and management of the introduction and spread of invasive alien species.
