ABSTRACT
Nevertheless, our society does not provide an established minimal livable income for everyone, and there continue to be large numbers of impoverished people and a conspicuous lack of universal access to health care. Unquestionably, our "Union" is more perfect today than it was when the Constitution was written, but have we established "lustice" for all? Have we insured "domestic Tranquillity," promoted "tbe general Welfare" or secured for all of our inhabitants "tbe Blessings of Liberty?"
