ABSTRACT

This chapter deals with the design of the main maintenance resources that are fundamental to maintenance management, namely human resources; material resources, such as spare parts; and tools.

The design of human resources is directly related to the type of management carried out, namely internal maintenance, outsourcing, or even a mixed option. According to real maintenance needs, including their specialties, the total needs of human resources can be evaluated and, after that, the best balance between internal and outsourced maintenance can be decided upon.

Tools and spare parts are directly related to the preceding ideas, as well as to the organization's global management, namely when using a Just-In-Time approach. The stock of spare parts may represent a relevant component of the maintenance budget, which implies rigorous management. Because of this, this chapter presents some management techniques.

One approach to managing and controlling tool resources is also presented.
