ABSTRACT

This book is about making welfare society sustainable for the 21st century: what design is required to turn social security into a lasting human institution and civi­ lizing achievement? It promotes a reinvention rather than a privatization of social security in general, and of pensions in particular. It sees the welfare state as one of the great achievements of 20th century social advance, albeit one greatly in need of a far-reaching overhaul. This modernization of welfare amounts to nothing short of a rethink of its basic philosophy, core concepts, fiscal base, organizing principles, policies and programmes. In particular, this applies to the pension schemes and their manifold and intricate interfaces with labour markets, health insurance, disability welfare, social policies, and other social security institutions.
