ABSTRACT

The study was commissioned by the Netherlands Ministry of Housing, Planning and Environment, and carried out by a team involving Ministry personnel, Lloyd's Register and two independent consultants. The purposes of the study were, firstly, to check the extent to which similar instruments were being developed in parallel in other countries or whether in fact the Netherlands was going out on a policy limb, and secondly to look at any problem areas encountered, so that lessons can be drawn which would help in developing Dutch policy. Environmental zoning is an approach to tackling problems of local pollution and nuisance around industrial estates caused by the close juxtaposition of industry and housing. Environmental Impact Assessment can ensure that the necessary separation of industry and housing occurs when new industries are being established, particularly where there is a comprehensive system of environmental quality standards.
