ABSTRACT

In Hong Kong, there are many problems of conflicting land uses in the old urban areas. Statutory planning control in Hong Kong is governed by the Town Planning Ordinance. The Ordinance makes provision for the appointment of a Town Planning Board (TPB) to prepare statutory town plans. Redevelopment in a comprehensive manner may be permitted by the TPB which also has the power to recommend compulsory purchase of properties within the Comprehensive Development Area. Suitable industrial sites may be allowed under the planning permission system to redevelop into a dual-purpose Industrial-Office type of building. A preliminary study has been undertaken to look into the feasibility of introducing a new I/E zone for industrial sites locating in close proximity to environmentally sensitive uses. In the Ma Tau Kok district which is an old urban area situated right at the heart of the city, there are many examples of conflicting land uses.
