Thus, going into the 1990s, the change in the electoral process for the legislative body gave social welfare groups a chance to use the opportunity this electoral process provided to bring all kinds of ideas about social welfare into the realm of public discussion, including direct calls for the disabled to be able to take part in the political process. And after the revision of the Disabled Welfare Law, social welfare groups felt that they had to struggle to get their share of the welfare pie, thus promoting joint efforts between the groups. The Social Work Alliance Office was established in 1990. And became responsible for formulation of social welfare policy and promotion and supervision. In the 1992 legislative elections it provided a blue print for welfare policy for all candidates. However, the movement was disbanded in 1996, as it considered its objectives had been achieved at this stage.
