ABSTRACT

A local drug policy programme and a local drug policy body developed in the late 1980s, when conflicts on aims and methods arose within the drug services, partly carried out in public via the media. Consequently a municipal drug co-ordinator with two main tasks was appointed. On the one hand he has to enforce drug policy decisions agreed on by the town council. The extension and diversification of the drug services targeting harm reduction continued after the turn of the millennium. The extended and diversified drug services reached an increasing number of marginalized drug users and also of socially well-integrated drug users. The "Suchtmittelstudien" are the main source of information, carried out on behalf of the Viennese drug co-ordinator every second year since 1993 by the same market research institute ("IFES"). The representative studies cover all age groups and focus on the evaluation of Viennese drug policy.
