ABSTRACT

The Economic Co-operation and Development hints to the social consequences of market competition when it states: "Employers who make an effort to (re) employ disabled persons should not be penalised financially vis-a-vis employers who fail to make an effort". The relevant parties include the employer, the individual employee with impairment, his/her trade union representative, and the front-line staff in the bodies responsible for implementation, supervision and enforcement of the legislation. There must be a firm commitment from the relevant public authorities and agencies to use the scope for action that legislation gives them. The rate of people of working age receiving a disability pension is also higher in Norway than in most other countries. There is clearly a strong expectation from the political authorities in Norway that it is possible to reduce employment rate and increase the number of people with impairments in employment.
