ABSTRACT

This chapter reviews the reform of the greenbelt policy and the attempt to introduce a unitary land use control system in the country within the shifting context of Korea's political climate. It reviews of the history of land use planning within the country and the context of contemporary development, suggests that there are major obstacles in the way of successful implementation of the new laws. The chapter reviews greenbelt policy and reform. It explores the history of urban and rural planning within Korea and discusses the context within which the current laws will be operating. The chapter argues for special planning consideration of rural areas. It reviews the experiences and current situations in some other countries. The main objectives of the policy were to contain the growth of those cities, prevent their coalescence, preserve agricultural land, and maintain open space around major urban areas.
