ABSTRACT

This chapter is concerned with the negotiation approach of the smaller states in the decision-making process in the Council of Ministers and in the European Council. Their approach will be compared with the negotiation approach of the larger states in our two policy-areas, the CAP and the Regional Policy. The chapter will test the hypothesis that:

the corporatist structure of the smaller states restricts their governments in negotiations within the EU, as they have less le:eway to back down from their original positions in the Council of Ministers, the European Council and in bilateral negotiations with the Commission, compared with larger states.
