ABSTRACT

In this section, it will be undertaken to develop a comprehensive method for the allocation of air traffic rights. Although it is intended to adapt this method to the particular situation of the EC and the Member States, the following solution may be also applicable in third countries that have to allocate air traffic rights. As was already the case in the previous analysis, it will be concentrated in the following on the allocation of air traffic rights for passenger or passenger/cargo operations. Unlike passenger and passenger/cargo services, states grant each other seventh freedom traffic rights for all-cargo flight operations, which results in different strategies on how airlines structure their all-cargo flights.
