ABSTRACT
The urban is a site where the tensions of multiethnic and multicultural diversity are manifest; where people seek certainty and security through an institutional legislative structure of governance designed to care for them in their everyday worlds. Dynamic interactions take place around the symbolic representation of difference; interactions which are translated into specific, tangible outcomes directly affecting the lives of inhabitants.
