ABSTRACT

What does the term ‘European urban policy’ mean? Is there any such thing at all? This question is highly debated, and whenever asked, different people give very different, even diametrically opposing answers. Depending on the institutional affiliation and interests, the range of answers reaches from ‘No, there is no European urban policy, but there definitely should be one’ (probably a representative of Eurocities) to ‘Yes, there is, but there better not be’ (certainly a civil servant of the German government).
