ABSTRACT

This chapter discusses the paths taken by social capital in the Polish Partition lands in more detail. It focuses on the Prussian provinces and Lower Silesia, on the one hand, and Austrian Galicia on the other hand. The chapter argues that formal organisation of cooperation may be particularly critical to democratisation. It focuses on the transformation of social capital during the immediate post-war period and not least the effects of party-state institutions on social cooperation and civic engagement. Generally voting turnout has also been high throughout the post-Soviet parliamentary and presidential elections. In terms of voting turnout, Wroclaw conforms to the average, as in the 1997 parliamentary elections, but is still higher compared with several other regions, most notably in the central and northeast Poland. In Ukraine the L'viv oblast is estimated to have the highest number of non-governmental organisations per capita in the entire country.
