ABSTRACT

The peace process between Israel and the Palestinians, which is in a stage of bilateral and multi-lateral negotiations in different committees, and the signing of a peace treaty between Israel and the Hashemite Kingdom of Jordan in 1995, has affected the trends and the orientation of regional planning and development in Israel. The “Green Line” as a border between Israel, Jordan and the Palestinians was established after Israel’s War of Independence in 1949, and separated Judea, Samaria and the Gaza Strip from the rest of Israel’s territory. The “Green Line” which had been delineated in 1949 as an armistice line, was actually a cease-fire line agreed upon by the surrounding Arab countries, and approved by military representatives of all the partners who participated in the 1948 War, with the mediation of UN observers. The “Green Line” with its geographical and demographic complexities, is difficult to defend, unless it is replanned and fortified as a sophisticated and perfected security line.
