ABSTRACT
This study has argued that a cu1ture of resistance involves a process of public challenges to an abusive regime, starting with individual activists and expanding to include organizations and a visible segment of the general public. There was strong evidence to support this argument in this period. Activists tried new combinations of actors, used new tactics, and recruited new activists. Resistance, which had started with a few lonely and courageous voices around 1987, was becoming the norm for many Kenyans.
