ABSTRACT

Russia’s energy industry, one of the most autonomous sectors of the Soviet era, has finally begun to emerge from the doldrums. Russia’s production of oil and gas rivals that of Organization of Petroleum Exporting members, and its electrical grid is among the most sophisticated in the world. The sector is increasingly integrated into the global economy, and its policies and activities are increasingly coordinated with global intergovernmental agencies. However, the stability and future success of these trends will be affected by Russian and global energy officials’ ability to engage in mutual learning in a competitive context.
