ABSTRACT

This chapter discusses the efforts made and the problems which have been experienced. Use is mainly made of Dutch examples of incentive measures. The reason for this is that, in addition to the author's specific knowledge of these measures, they include a variety of incentives which are of design. In view of the problems experienced in the Netherlands in relation to disability benefits, it is interesting to note the approaches adopted to encourage benefit recipients. The chapter presents an undertaken of policy relating to incentives, followed by a closer examination of incentives in the areas of unemployment benefit, disability benefit and social assistance benefit. In view of the low general level of unemployment, the greater problems involved in encouraging persons with disabilities, and concerned with incentive measures concerning persons with disabilities. In 1998, the method of financing the Disability Benefits Act was completely revised. The purpose of changes is to increase the responsibility of employers for the cost of benefits.
