ABSTRACT

First we need to look at the core role of the safety regulator. At the most general level, the Regulator's role is to represent the interests of the public by making mandatory the application of accumulated knowledge in the pursuit and maintenance of their safety. The regulator is the instrument through which cumulative knowledge on maintaining safety is applied. This role involves two direct requirements: the Civil Aviation Safety Authority (CASA) must set safety standards, and must enforce those standards. The role also calls up two obligations: CASA must educate the aviation industry about standards and safe or recommended practices; and we must encourage the creation of safety cultures that engender self-compliance and the adoption of higher standards of safety. So CASA is involved in setting and enforcing safety standards and encouraging the adoption of higher standards of safety through promotion and education. As a result of these functions, the Civil Aviation Safety Authority has three main divisions: standards, compliance and safety promotion.
