ABSTRACT

One of the most significant developments in the global trade regime in the 1982 to 1986 period was the changing relationship between the North and the South. This chapter discusses the fact that the South would only agree to the inclusion of services trade in the GATT Uruguay Round negotiations if the North would agree to the inclusion of textiles and clothing. It also discusses that the OECD played an important role in conducting background studies in preparation for the GATT Uruguay Round. The chapter also examines two issues that the OECD dealt with in the leadup to the Uruguay Round: agricultural and services trade. One of the striking events during the 1980 to 1986 period was the November 1982 GATT ministerial meeting. The 1980 to 1986 period was also striking because of the creation of a new informal institution near the top of the global trade regime pyramid: the Quadrilateral Group of trade ministers or "Quad".
