ABSTRACT

Chairman M ark S\ Fowler and Daniel L· Brenner argue that the time is long overdue fo r a national communications policy that will account fo r market forces in radio and television and accommodate the firs t amendment rights o f those who operate commercial stations. The authors propose that the trusteeship model o f broadcast regulation by which the Federal Communications Commission has regulatedprogram content yield to a deregulated marketplace approach. New program responsibilities could then be assigned to noncommercial broadcasting in a deregulated environment fo r commercial radio and television.
