ABSTRACT

All theology, and indeed most if not all systems of thought and praxis relate in a variety of ways to their context. Sometimes they mirror and strengthen sometimes they challenge or reject some aspect of their context. It is like a zoo, but they are human beings who are clawing at the bars and whistling shrilly and grunting to themselves or snoring as they sleep slumped together on the concrete floor. In America Skid Rowers constitute well over half the county jail populations in almost every city and it is estimated authoritatively that more than $45,000,000 is spent each year between jailing them for vagrancy and burying them. A few of the genuine hobos are left, the migratory workers of the early years of this century who wandered from coast to coast building roads and railways and canals. Today's America rests on the foundations they built, yet now there is no place for them.
