ABSTRACT

After the analysis of the monitoring and evaluation practices in Bradford City Challenge in the previous chapter, this chapter explores the experience of the officers and their perceptions regarding monitoring and evaluation. By doing so, the analysis adds depth to the understanding of how monitoring and local evaluation were implemented from the perspective of the local officers. The analysis also highlights some of the problems encountered in carrying out monitoring and local evaluation, and provides suggestions for improvements from those who were directly involved. The analysis was based on a series of interviews with officers who were involved in the City Challenge programmes. The main criterion for selecting the interviewees was their involvement in the quarterly monitoring exercise. This was to ensure that there was enough experience to support the interviewees’ perception. A total of 20 officers were interviewed.
