ABSTRACT

Similar to the analysis in the previous chapter on Bradford, this chapter focuses on the implementation of monitoring and local evaluation in Hulme City Challenge. The interviewees were selected on the same principle, i.e. they were all involved in the monitoring process. To provide a cross-section analysis, interviewees were selected according to the type of organisations they worked for and the level of responsibilities they had in their respective organisations. A total of 18 officers were interviewed: these included three officers from Hulme Regeneration Limited (HRL), the partnership set up to manage and implement City Challenge programmes; three representatives from the private sector; five officers from the Manchester City Council; a local councillor; and six officers from the voluntary agencies working in the Hulme area.
