ABSTRACT

This chapter highlights the main objectives of the Community's waste management strategy drawn up by the Commission in 1989 and subsequently reviewed in 1996. The Community's waste management policy is underpinned by three key objectives: prevention, recovery and safe disposal of waste. The application of the self-sufficiency and proximity principles are aims to be achieved in relation to waste disposal only. The chapter outlines the basic obligations imposed on Member States by the "Framework Directive" on waste. It addresses the difficulties experienced in defining what exactly constitutes "waste", before attention turns to the hazardous waste regime and the regulation of waste shipments. The chapter assesses the legal requirements surrounding waste management processes. Landfill and incineration are two of the main forms of waste disposal and the regimes governing these processes. The chapter analyses those measures adopted at the Community level in relation to a number of particular waste streams.
