ABSTRACT

This chapter consolidates the findings from the previous chapters in the book. It begins with the long history of the dam project, which provides the necessary background on the controversy involved. The chapter summarises the analytical approaches employed in studying the resettlement and environmental decision-making for the dam. It discusses the conclusions regarding the analytical approaches and the three Gorges resettlement and environmental policy. The chapter also describes the international dam-building debate and outlines China's resettlement history and experiences. It summarises the problems and links them to an international discussion by using the Impoverishment Risks and Reconstruction model by Michael M. Cernea. The chapter further summarizes China's environmental developments from 1972-2001. It discusses the resettlement policy-making change in relation to the changing shape of decision-making in China, the increased importance of science and information in the decision-making process, and the media.
