ABSTRACT

Whenever societies seek to educate children for citizenship, they always have a particular model or conception of citizenship irt mind, implicitly or explicitly. These models of citizenship vary over time, and from place to place. But throughout the Western democracies for the last century, two characteristics have been central to our models of citizenship.
