ABSTRACT
The richest strata of Tanzanian smallholders have already accomplished the objectives of international development. These are usually expressed in terms similar to Schumacher, 1978, p.136:
... to help the developing countries to provide their people with the material opportunities for using their talents, living a full and happy life and steadily improving their lot.
