ABSTRACT

Although heralded as a new, if not revolutionary, policy proposal, the report and the following world summit documents inscribe themselves in established trends set by the State community and the United Nations (UN) in the past dec­ ades. In fact, these trends started already a long time ago and are the products of new actors and new actions or, in some cases, new perceptions activated by the sudden emergence of events. Indeed, since 1945, the fight against terrorism has mainly developed in three directions.
