ABSTRACT

In every country, the overriding goal of health policy, in its broadest sense, is to protect and improve the health status of the population. But despite the consensus on its importance, there are factors that can impede moves toward this objective. These factors are cost and efficiency in resource allocation and the politics of health care reform, as well as health systems themselves (WHO, 1993).
