ABSTRACT

A City Comprehensive Plan, which is produced by the local municipal governments, is seen by Chinese planners as the most important plan in the system. This chapter reviews the content of the plan, policies and proposals for urban development put forward in it, e.g. a description of the nature of the city, development objectives, the land use structure, zoning, comprehensive arrangement for different types of development. Some cases and examples are used to illustrate that although the structure of City Comprehensive Plans is the same, the policies and approaches vary depending on circumstances and the value system of the planners producing those plans.
